IFLA's President Christine Mackenzie and Secretary General Gerald Leitner have issued the below statement concerning the situation in Afghanistan.

Alongside the international community, IFLA has been watching the events of the past days unfold in Afghanistan closely. 

Our concern is first and foremost for the people of Afghanistan, particularly those groups that are most vulnerable, including women and girls.

We join our voice to the global call for the human rights of all Afghan citizens to be respected and upheld. As the voice of the global library field, we put particular emphasis on the right to education and access to information, freedom of opinion and expression, and cultural rights for all.

Cultural Rights and Safeguarding of Cultural Heritage

To ensure the right to participate in cultural life, the diverse cultural heritage of Afghanistan in all its forms, both tangible and intangible, must be safeguarded.

IFLA calls on all authorities across Afghanistan to safeguard libraries and their collections, including documentary heritage collections held by citizens in private collections, as well as all memory institutions, museums, archives, galleries, and monuments and sites across the country.

We put particular emphasis on the need to mitigate threats associated with illicit trafficking and theft of cultural property, to which documentary heritage is particularly vulnerable.

We therefore call on all authorities to carry out this safeguarding of cultural heritage, and of those professionals who work to preserve it, without discrimination due to ethnicity, gender, religion, or political opinion, to ensure it remains accessible for future generations.

In particular, we join our voices with fellow international cultural organisations to call on authorities to continue abiding by their international obligations to protect heritage as a state-party to the 1954 Hague Convention for the Protection of Cultural Property and its protocols, and the UNESCO 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property.

Finally, IFLA honours those who have already risked their lives to protect the country’s documentary heritage and cultural heritage in all forms. We will continue to liaise with our network in the region and international partners to monitor the situation and provide any support that is possible.

Premio Internacional de Marketing IFLA PressReader

Победителем же конкурса DUIA 2021 года является Секция вузовских и научно-исследовательских библиотек.

Les unités professionnelles de l’IFLA proposent des bourses et des distinctions professionnelles afin de récompenser l’excellence dans leur domaine. Certaines de ces distinctions ont été présentées lors de la session des distinctions professionnelles du CMBI. En plus de ces distinctions professionnelles, le prix du dynamisme et de l’impact des unités professionnelles a également été décerné pour 2020 et 2021.

Bourses d’inscription de la Section ARL

La Section des bibliothèques académiques et de recherche (Academic and Research Libraries Section, ARL) propose des  bourses d’inscription  destinées à permettre à des candidats performants issus des différentes régions de l’IFLA d’assister à un congrès de l’IFLA pour la première fois. Le prix IFLA PressReader du marketing international

Ce prix salue les projets ou les campagnes marketing créatifs et cherchant à obtenir des résultats concrets. Chaque année, trois finalistes sont sélectionnés sur la base de leurs contributions marketing innovantes dans le secteur des bibliothèques.

في 2020 مُنحت جائزة الوحدة الأكثر دينامية وتأثيرا (DUIA) 2020، إضافة ما يلي:

• إشادة خاصة بالتوعية والدعوة: المكتبات الأكاديمية والبحثية.
• إشادة خاصة بالاتصالات والعضوية: التطوير المهني المستمر والتعلم في مكان العمل.

 وأولى الوحدات التي نالت إشادة خاصة من الوحدة الأكثر دينامية وتأثيرا (DUIA) في 2021 لجودة عملها وتأثيره هي قسم التعليم والتدريب، كما مُنحت إشادة خاصة لتسهيل التواصل الفعال لقسم خدمات المكتبة للأطفال والشباب.

والفائز بجائزة الإفلا للوحدة الأكثر دينامية وتأثيرا 2021 هو قسم المكتبات الأكاديمية والبحثية.

ونتقدم بالشكر لكل من ترشح لحائزة هذه الوحدة، وللطائفة المتنوعة من الجوائز المهنية هذا العام.

Los últimos 20 meses han requerido que las bibliotecas de todo el mundo no solo encuentren formas de prestar sus servicios de manera remota cuando sea posible, sino también que reflexionen sobre sus funciones más amplias en el ecosistema digital.

Por un lado, la pandemia constató la ingeniosidad de las bibliotecas para encontrar formas de seguir cumpliendo con sus misiones, que van desde la formación de personas mayores de Lituania en habilidades digitales en línea al impulso de los servicios de préstamo en lugares con problemas de los Estados Unidos y más allá.

Por otro lado, vimos no solo la necesidad apremiante de acelerar los esfuerzos de inclusión digital en todo el mundo, sino también cómo las necesidades de conectividad de las propias bibliotecas dan forma a las medidas que pueden tomar.

Ambos subrayan la necesidad de un enfoque más general para integrar las bibliotecas en la formulación de políticas digitales más amplias, a nivel local, nacional y global.

Las bibliotecas en las estrategias de banda ancha

La IFLA y nuestros socios de la Coalición Dinámica por el Acceso Público en las Bibliotecas (DC-PAL) finalizaron recientemente un borrador de documento de dos partes sobre el papel de las bibliotecas en las políticas nacionales de banda ancha.

El primer capítulo explora los planes y políticas de banda ancha de más de 30 países. Destaca las formas en que los gobiernos han intentado involucrar a las bibliotecas en el ecosistema digital, desde la inclusión digital significativa y la disponibilidad de contenido local hasta el apoyo para el aprendizaje y la educación.

Las medidas adoptadas incluyen impulsar la conectividad, respaldar la asequibilidad de las suscripciones a Internet, proporcionar equipos relacionados con la tecnología de la información y las comunicaciones (TIC) y desarrollar las habilidades propias de los bibliotecarios.

El segundo capítulo pasa de los resultados de las políticas a la implementación y el impacto: ¿cómo tomaron forma sobre el terreno estas medidas políticas de banda ancha basadas en las bibliotecas? Centrándose en intervenciones que configuran o amplían el acceso público a Internet y a las TIC en las bibliotecas, los estudios de casos de varios países analizan tendencias comunes, buenas prácticas y lecciones aprendidas.

Más Allá de la Banda Ancha

La IFLA también publicó un documento adicional sobre el papel de las bibliotecas en las estrategias nacionales para las habilidades digitales. Los gobiernos de todo el mundo han reconocido una gran variedad de competencias digitales que las bibliotecas pueden ayudar a desarrollar, desde habilidades básicas en TIC para la alfabetización mediática, habilidades digitales para la investigación y el uso del gobierno electrónico, hasta competencias tecnológicas avanzadas en campos como la inteligencia artificial y la robótica.

La IFLA también continúa apoyando la participación de las bibliotecas en proyectos de inclusión digital y gobernanza de Internet. Ejemplos recientes incluyen, por ejemplo, el trabajo de la Sección de la IFLA de Bibliotecas Infantiles y Juveniles explorando los esfuerzos de las bibliotecas para construir un entorno en línea más seguro para sus usuarios jóvenes.

• Descubra cómo participar en el Foro de Gobernanza de Internet. En el evento de este año, la IFLA ayudará a organizar una sesión sobre cómo el acceso público en las bibliotecas puede impulsar un modelo comunitario de conectividad y desarrollo.
• Comparta sus propias historias con nosotros sobre cómo las bibliotecas se han involucrado en estrategias de inclusión digital.

В последние 20 месяцев от библиотек по всему миру требовалось не только найти способы предоставления услуг удаленно, когда это возможно, но и задуматься о своей роли в цифровой экосистеме в целом.

С одной стороны, пандемия показала изобретательность библиотек в поиске способов, позволивших им продолжить выполнять свою миссию. Так, они варьировались от онлайн-обучения цифровым навыкам пожилых людей в Литве до расширения книговыдачи через точки доступа в Соединенных Штатах и т.д.

С другой стороны, ИФЛА увидела не только острую необходимость в наращивании темпов внедрения цифровых технологий по всему миру, но и то, как технологические возможности самих библиотек определяют меры, которые они могут предпринять.

Оба вышеуказанных положения подчеркивают важность комплексного подхода к проблеме интеграции библиотек в более широкую систему разработки цифровой политики на местном, национальном и глобальном уровнях.

Библиотеки в стратегиях широкополосной связи

ИФЛА и ее партнеры из Динамической коалиции по публичному доступу в библиотеках (DC-PAL) недавно завершили составление проекта документа в двух частях, посвященного роли библиотек в национальной политике в области широкополосной связи.

В первой главе рассматриваются вопросы планирования и выработки политики в области широкополосной связи в более чем 30 странах. В ней освещаются способы, с помощью которых власти стремились вовлечь библиотеки в цифровую экосистему: от повышения доступности цифровых технологий и местного контента для всех слоев населения до поддержки обучения и образования.

Так, принятые меры включали расширение возможностей подключения, поддержку доступности интернет-подписок, предоставление оборудования, связанного с информационными и компьютерными технологиями (ИКТ), а также развитие цифровых навыков самих библиотекарей.

Вторая глава переходит от государственных программ к реализации и влиянию проведенных мероприятий: как политические меры в области широкополосной связи на базе библиотек были реализованы на местах? Делая акцент на мероприятия по созданию или расширению общественного доступа в Интернет и к ИКТ в библиотеках, тематические исследования из нескольких стран рассматривают общие тенденции, передовой опыт и извлеченные уроки.

Больше чем широкополосная связь

ИФЛА также опубликовала сопроводительный документ относительно роли библиотек в национальных стратегиях развития цифровых навыков. Власти стран по всему миру понимают, что библиотеки могут помочь развить широкий спектр цифровых компетенций: от базовых навыков в области ИКТ до медиаграмотности, от цифровых навыков для проведения исследований и использования электронного правительства до передовых технических компетенций в таких областях, как искусственный интеллект и робототехника.

ИФЛА, в свою очередь, продолжает поддерживать участие библиотек в инициативах по распространению доступа к цифровым технологиям и расширению возможностей управления через Интернет. Среди недавних примеров стоить отметить работу Секции библиотек для детей и молодежи ИФЛА по изучению усилий библиотек в области создания более безопасной онлайн-среды для юных читателей.

Наконец, не так давно ИФЛА провела брифинг, посвященный поддержке библиотеками прав местного населения в онлайн-среде посредством таких инициатив, как коалиция «Города за цифровые права».

Au cours des vingt derniers mois, les bibliothèques du monde entier ont dû non seulement trouver des moyens de fournir leurs services à distance lorsque cela était possible, mais aussi réfléchir à leur rôle plus large dans l'écosystème numérique.

D'une part, la pandémie a vu l'ingéniosité des bibliothèques pour trouver des moyens de continuer à remplir leurs missions. Ces moyens sont allés de la formation en ligne aux compétences numériques pour les personnes âgées en Lituanie au développement de nombreux points d’accès pour le prêt de documents aux Etats-Unis, entre autres.

D'autre part, nous avons constaté non seulement le besoin urgent d'accélérer les efforts d'inclusion numérique dans le monde entier, mais aussi comment les besoins de connectivité propres aux bibliothèques déterminent les mesures qu'elles peuvent prendre.

Ces deux aspects soulignent la nécessité d'une approche plus globale pour intégrer les bibliothèques dans l'élaboration de politiques numériques plus larges, aux niveaux local, national et mondial.

Les bibliothèques dans les stratégies du haut débit

L'IFLA avec ses organisations partenaires de la Coalition dynamique sur l'accès public dans les bibliothèques (DC-PAL) ont récemment achevé un projet de document en deux parties sur le rôle des bibliothèques dans les politiques nationales en matière de haut débit.

Le premier chapitre explore les plans et politiques en matière de haut débit de plus de 30 pays. Il met en évidence la manière dont les gouvernements ont cherché à impliquer les bibliothèques dans l'écosystème numérique, qu'il s'agisse d'une inclusion numérique significative, de la disponibilité de contenus locaux ou du soutien à l'apprentissage et à l'éducation.

Les mesures prises comprennent des actions visant à encourager une amélioration de la connectivité, le soutien à une tarification abordable des abonnements à internet, la fourniture de matériel informatique et de technologies de l’information (TIC), et le développement des compétences des bibliothécaires eux-mêmes.

En se concentrant sur les interventions visant à créer ou à étendre l'accès public à l'internet et aux TIC dans les bibliothèques, les études de cas de plusieurs pays examinent les tendances communes, les bonnes pratiques et les enseignements tirés.

Au-delà du haut débit

L'IFLA a également publié un document d'accompagnement sur le rôle des bibliothèques dans les stratégies nationales en matière de compétences numériques. Les gouvernements du monde entier ont reconnu le large éventail de compétences numériques que les bibliothèques peuvent contribuer à développer - des compétences de base en matière de TIC à l'éducation aux médias, en passant par les compétences numériques pour la recherche et l'utilisation de l'administration en ligne, jusqu'aux compétences technologiques avancées dans des domaines tels que l'intelligence artificielle et la robotique.

في الأشهر العشرين الماضية لم يكن هناك بدٌ أمام المكتبات في جميع أنحاء العالم إلا أن تجد ليس فقط سبلا لتقديم خدماتها عن بُعد عندما يكون ذلك ممكنًا - وإنما أيضًا التفكير في دورها الأوسع نطاقا في النظام البيئي الرقمي.

فمن ناحية، برهنت المكتبات في أثناء الجائحة على براعتها في إيجاد سبل لمواصلة أداء مهامها. وقد تراوحت هذه السبل من  تدريب  كبار السن على المهارات الرقمية عبر الإنترنت في ليتوانيا إلى تعزيز خدمات الإقراض عبر نقاط الاتصال في الولايات المتحدة وخارجها.

ومن ناحية أخرى، لم نشهد الحاجة الملحة لتسريع جهود الشمول الرقمي في جميع أنحاء العالم فحسب، وإنما شهدنا أيضًا الكيفية التي تشكل بها احتياجات الربط الشبكي بين المكتبات التدابير التي يمكنها اتخاذها.

وتؤكد الحاجتان كلتاهما ضرورة تبني نهج أكثر شمولاً لدمج المكتبات في صنع السياسات الرقمية الأوسع نطاقا، على المستويات المحلية والوطنية والعالمية.

The past 20 months have required libraries around the world to not only find ways to deliver their services remotely when possible – but also to reflect on their broader roles in the digital ecosystem.

On the one hand, the pandemic saw the ingenuity of libraries in finding ways to continue fulfilling their missions. These have ranged from online digital skills training for seniors in Lithuania to a boost in hotspot lending services in the United States, and beyond.

On the other hand, we saw not only the pressing need for accelerating digital inclusion efforts worldwide, but also how libraries’ own connectivity needs shape what measures they can take on.

Both underline the need for a more comprehensive approach to integrating libraries into wider digital policymaking, at the local, national, and global levels.

Libraries in broadband strategies

IFLA and our partners in the Dynamic Coalition on Public Access in Libraries (DC-PAL) recently completed a draft two-part paper on the roles of libraries in national broadband policies.

The first chapter explores broadband plans and policies from more than 30 countries. It highlights the ways governments have sought to engage libraries in the digital ecosystem, from meaningful digital inclusion and local content availability to support for learning and education.

Measures taken include boosting connectivity, supporting the affordability of internet subscriptions, providing Information and Computer Technology (ICT) equipment, and developing librarian’s own skills.

The second chapter moves from policy output to implementation and impact: how did these library-based broadband policy measures take shape on the ground? Focusing on interventions building or expanding public access to the internet and ICT in libraries, case studies from several countries look at common trends, good practices and lessons learned.

Beyond Broadband

IFLA also released an accompanying paper on the roles of libraries in national digital skills strategies. Governments around the world have recognised the wide range of digital competencies that libraries can help build – from basic ICT skills to media literacy, digital skills for research and use of e-government, to advanced tech competencies in fields like Artificial Intelligence and robotics.

IFLA also continues to support library engagement in digital inclusion and internet governance initiatives. Recent examples include, for instance, the work of the IFLA Libraries for Children and Young Adults Section to explore libraries’ efforts to build a safer online environment for their young users.

Another recent IFLA briefing focuses on libraries’ support for the rights of their communities in the online environment – through such initiatives at the Cities Coalition for Digital Rights.

The IFLA PressReader International Marketing Award awards organisations which implement creative, results-oriented marketing projects or campaigns. Three finalists are selected based on innovative contributions to marketing in the library field.

The first, second, and third place winners will receive funds towards airfare, lodging, and registration to attend the IFLA World Library and Information Congress in Dublin, Ireland in August 2022. First place will receive €3,000, second place will receive €2,000, and third place will receive €1,500.

Каждое из этих направлений, призванное усилить глобальный голос библиотек, поощрять и совершенствовать профессиональную практику, объединять и предоставлять возможности сообществу, а также оптимизировать нашу организацию, имеет четыре ключевые инициативы, которые, в свою очередь, охватывают отдельные действия, способствующие реализации Стратегии.

Стратегия является как отправным документом, так и основой для согласования, укрепления сотрудничества и использования синергии. Особенно важно, что это документ не только для тех, кто работает в комитетах или штаб-квартире ИФЛА, но и для библиотечного сообщества в целом, предоставляющий дорожную карту для путешествия к успешному будущему.

Всемирный библиотечный и информационный конгресс ИФЛА (WLIC ) –  продвижение к нашим целям

Как и каждый год, Всемирный библиотечный и информационный конгресс предоставляет ценную возможность для продвижения к целям, изложенным в Стратегии.

В частности, конгресс дает возможность вдохновлять и вдохновиться работой коллег со всего мира.

Также это отличный шанс установить контакты и наладить сотрудничество, которые могут принести плоды в будущем как на благо библиотек, так и их пользователей. Поиск коллег, решающих те же приоритетные задачи, которые изложены в Стратегии, – это первый шаг к созданию партнерских отношений.

Возможности конгресса для общения с коллегами со всего мира, налаживания связей дают шансы перейти на новую ступень. Используя потенциал нашего глобального сообщества, мы, в свою очередь, сможем повысить устойчивость и эффективность работы для всех.

Мы призываем всех ознакомиться с актуальными примерами реализации Стратегии ИФЛА в рамках инициативы #IFLAFromHome, и подумать о том, как вы можете присоединиться ко многим другим на этом пути.

ويصادف المؤتمر العالمي للمكتبات والمعلومات 2021 الذكرى الثانية لإطلاق استراتيجية الإفلا 2019-2024، وهي وثيقة أُعدت خصيصا لتحقيق هذا الهدف.

نقطة مرجعية لمجال المكتبات

وضعت الاستراتيجية رؤية - نحو مجتمع مكتبات قوي ومتحد يدعم مجتمعات متعلمة ومستنيرة يشارك فيها الجميع – كما أنها حددت رسالة – إلهام مجال المكتبات وإشراكه وتمكينه وربطه من خلال أربعة محاور استراتيجية تحدد مجالات العمل الرئيسية، تنطبق لا على المستوى العالمي فحسب وإنما على كل جانب من جوانب المهنة.

ويتضمن كل محور من هذه المحاور؛ تقوية الصوت العالمي للمكتبات، وإلهام الممارسة المهنية وتعزيزها، والاتصال وتمكين مجال المكتبات، وتحسين مؤسستنا - أربع مبادرات رئيسية، تغطي بدورها جميع الإجراءات الفردية التي تسهم في تنفيذ الاستراتيجية بصورة ملموسة.

وقد حددت الاستراتيجية نقطة مرجعية وإطار عمل لتحديد جوانب المواءمة، وتعزيز التعاون، واستغلال أوجه التآزر. والأهم من ذلك، أنها ليست مجرد وثيقة للعاملين في لجان الإفلا أو مقرها الرئيسي، وإنما هي أيضًا وثيقة لمجال المكتبات ككل، فهي بمثابة خارطة طريق لرحلة مستقبل ناجح.

المؤتمر العالمي للمكتبات والمعلومات – المضي قدما نحو أهدافنا

يتيح مؤتمر الإفلا العالمي للمكتبات والمعلومات هذا العام، مثل كل عام، فرصة مهمة للتقدم نحو الأهداف المحددة في الاستراتيجية.

ويتيح لك المؤتمر العالمي للمكتبات والمعلومات إلى حد ما الفرصة لتكون مصدرا للإلهام، ولتستمد الإلهام من عمل الزملاء في جميع أنحاء العالم.

كما أنها فرصة لعقد اتصالات وتوطيد علاقات تعاون من شأنها أن تعود بالنفع في المستقبل على المكتبات ومستخدميها على حدٍ سواء. كما أن الالتقاء بزملاء يتعاملون مع الأولويات نفسها المحددة في الاستراتيجية يُعد خطوة أولى رئيسية نحو إنشاء الشراكات.

ومن الجدير بالذكر، أن الوقت قد حان للتأكيد مرة أخرى على ترابط مجال المكتبات العالمي ووحدته، بوصفه موردا فريدا وقويا يدعم عمل المحترفين أينما كانوا في العالم.

تسريع وتيرة جهودنا

مع اقترابنا من منتصف الطريق صوب تنفيذ استراتيجية الإفلا، سيشهد المؤتمر العديد من أمثلة التنفيذ الناجح للاستراتيجية وأهدافها والمشاركة فيها.

ومن خلال الفرصة التي يوفرها المؤتمر العالمي للمكتبات والمعلومات للتواصل مع مهنيي المكتبات في جميع أنحاء العالم، وحشد الطاقات والاتصالات تُتاح فرصة المضي قدما بسرعة أكبر. من خلال زيادة إمكانات مجالنا العالمي، يمكننا بدورنا بناء قدر أكبر من المرونة وتعزيز الأداء للجميع.

Le Manifeste IFLA/UNESCO des bibliothèques publiques proclame la conviction de l’UNESCO que la bibliothèque publique est une force vive pour l’éducation, la culture et l’information, et un agent essentiel de promotion de la paix et du bien-être dans l’esprit de tous.

La dernière version a été publiée en 1994 et a dès lors constitué la pierre angulaire des activités de plaidoirie des bibliothèques publique. Cependant, alors que les technologies se développent et que la société change, la manière dont les bibliothèques publiques remplissent leurs missions a elle aussi évolué.  

Conjointement avec l’UNESCO, l’IFLA – et en particulier sa Section des bibliothèques publiques  – s’est donc lancée dans une mise à jour de ce manifeste pour s’assurer que le document reflète au mieux les réalités et les missions des bibliothèques publiques d’aujourd’hui.

Un appel mondial

Créer un manifeste à jour qui soit pertinent et utile aux bibliothèques publiques à travers le monde ne serait pas possible sans faire appel au secteur mondial des bibliothèques.    

C’est pourquoi la Section des bibliothèques publiques de l’IFLA a lancé une enquête en 2020 afin de ressembler les idées et les réactions des bibliothécaires à travers le monde.

Avec plus de 600 réponses nous avons beaucoup appris quant à la manière dont les bibliothécaires ont utilisé le manifeste dans leur travail, et aux suggestions d’améliorations et de mises à jour pour l’avenir.

Les résultats

Dans leurs réponses, les bibliothécaires ont fait part de situations d’utilisation du manifeste pour plaider en faveur d’améliorations dans leurs bibliothèques, pour montrer aux élus et aux décisionnaires budgétaires l’importance des financements, pour défendre le libre accès et résister à la censure, pour développer des activités mieux adaptées aux usagers, s’en servir de référence pour la recherche, et dans bien d’autres cas encore.

Lorsqu’ils ont été interrogés au sujet de l’efficacité du manifeste à refléter la mission des bibliothèques publiques aujourd’hui, 78 % des sondés ont jugé le manifeste efficace ou très efficace.  

Par conséquent, nous avons décidé que le manifeste actuel ne devait pas être complètement réécrit, mais plutôt mis à jour afin de refléter les priorités nouvelles et en cours d’évolution des bibliothèques publiques.

Suite à cette enquête, le siège de l’IFLA a travaillé avec la Section des bibliothèques publiques à un premier jet du manifeste mis à jour. Nous avons déjà reçu la précieuse confirmation de la part de l’UNESCO que le manifeste continue à mettre en phase les bibliothèques publiques avec les objectifs de l’UNESCO et son Programme Information pour Tous (PIT).

Sociétés du savoir

Depuis 1994, la manière dont les gens accèdent à l’information et l’utilisent a évolué. Le manifeste mis à jour reflètera le rôle de la bibliothèque publique dans la réalisation d’une société du savoir en aidant les communautés dans l’accès à l’information, sa création et son partage d’une manière équitable.  

Ceci comprend la médiation proactive envers des publics nouveaux, le fait de tenir les communautés informées et conscientes de ce qui se passe, de s’approprier et de proposer l’accès à l’information locale, et de pourvoir un libre accès à l’information scientifique. 

L’accès à distance

Parmi les nombreuses leçons apprises pendant la pandémie du COVID-19, l’accès virtuel et les stratégies d’implication ont été vitaux pour les bibliothèques publiques. Partant, le rôle des bibliothèques dans la fourniture de services au bénéfice des communautés sera désormais souligné à la fois en termes de services présentiels  et de services proposés à travers l’accès distant.

Les bibliothèques et le développement durable

En tant qu’espaces accessibles publiquement  pour l’échange d’information, le partage de la culture, et la promotion des activités civiques, les bibliothèques doivent être considérées comme des agents essentiels du développement durable.  

A travers leurs activités relatives à l’information, l’alphabétisation, l’éducation et la culture, les bibliothèques contribuent aux Objectifs de développement durable de l’ONU et à la construction de sociétés plus équitables, humaines et durables.

Ceci est particulièrement pertinent lorsqu’il s’agit de la responsabilité de la bibliothèque pour assurer l’inclusion, l’accès, et la participation à la culture commune des communautés marginalisées, des populations indigènes, et des usagers ayant des besoins particuliers.  

Prochaines étapes

L’IFLA et sa Section des bibliothèques publiques sont actuellement en train de travailler avec nos partenaires de l’UNESCO pour finaliser la mise à jour du manifeste des bibliothèques publiques.

Une fois ce travail achevé, nous chercherons à travailler avec le secteur global des bibliothèques pour transformer ce manifeste en une série d’actions qui plaideront plus fortement encore en faveur du rôle des bibliothèques publiques en tant que forces vives de l’éducation, de la culture, de l’inclusion et de la paix.

The IFLA/UNESCO Public Library Manifesto proclaims UNESCO's belief in the public library as a living force for education, culture and information, and as an essential agent for the fostering of peace and welfare through the minds of all people.

The most recent version was published in 1994 and has been a cornerstone of public library advocacy ever since.  However, as technology advances and society changes, the ways that public libraries fulfill their mission have also evolved.

Together with UNESCO, IFLA – and in particular its Public Libraries Section – has therefore been embarking on an update to the Manifesto in order to ensure it best reflects the realities and missions of public libraries today.

A Global Call

Creating an updated Manifesto that is relevant and useful to public libraries around the world would not be possible without hearing from the global library field.

Therefore, IFLA’s Public Library Section launched a survey in 2020 to gather ideas and feedback from librarians around the world.

With over 600 responses, we learned a lot about how librarians have used the Manifesto in their work, and how they suggest it could be improved and updated for the future.

The Results

In their responses, librarians shared stories of using the Manifesto to advocate for improvements in their libraries, to show elected officials and budget-holders the importance of funding, to defend free access and resist censorship, to develop more impactful activities for users, as a reference for research and much more.

When asked if they felt the Manifesto was effective at reflecting the mission of public libraries today, 78% of responders found the Manifesto to be either effective or very effective.

Therefore, we determined that the existing Manifesto did not need to be rewritten but could instead be updated to reflect the new and evolving priorities of public libraries.

Following the survey, IFLA HQ worked with the Public Library Section to draft the updated Manifesto. We have already received invaluable input from UNESCO to ensure that the Manifesto continued to align public libraries with the goals of UNESCO and its Information for All Programme (IFAP). 

What’s new?

The following is just a look at some of the new or expanded concepts that will be included in the Manifesto.

Knowledge Societies

Since 1994, the ways in which people access and use information have evolved. The updated Manifesto will reflect the public library’s role in enabling knowledge societies through helping communities access, produce, create, and share knowledge equitably.

This includes proactively reaching out to find new audiences, keeping communities informed and aware, capturing and providing access to local information, and providing open access to scientific information.

Remote Access

Of the many lessons learned during the COVID-19 pandemic, the importance of virtual access and engagement strategies was one of vital importance for public libraries. Therefore, the role of libraries in providing services to their communities will now be highlighted both in terms of in-person services and services provided through remote access.

Libraries and Sustainable Development

As publicly accessible spaces for the exchange of information, the sharing of culture, and the promotion of civic engagement, libraries should be considered essential agents for sustainable development.

Through their activities relating to information, literacy, education, and culture, libraries contribute to the United Nations’ Sustainable Development Goals and the construction of more equitable, humane, and sustainable societies.

This is especially pertinent when concerning the public library’s role in ensuring inclusion, access, and cultural participation for marginalised communities, Indigenous peoples, and users with special needs.

Next steps

IFLA and its Public Library Section are currently working with our partners at UNESCO to finalise the updated Public Library Manifesto.

Once this is complete, we will be looking to work with the global library field to help turn this Manifesto into actions that advocate more powerfully for the role of public libraries as living forces for education, culture, inclusion, and peace.

El Manifiesto de la IFLA/UNESCO sobre la Biblioteca Pública proclama la creencia de la UNESCO en la biblioteca pública como una fuerza viva para la educación, la cultura y la información, y como un agente esencial para el fomento de la paz y el bienestar a través de la mente de todas las personas.

La versión más reciente se publicó en 1994 y desde entonces ha sido una piedra angular de la defensa de la biblioteca pública. Sin embargo, a medida que avanza la tecnología y cambia la sociedad, las formas en que las bibliotecas públicas cumplen su misión también han evolucionado.

Junto con la UNESCO, la IFLA, y en concreto su Sección de Bibliotecas Públicas, se han embarcado en una actualización del Manifiesto para garantizar que refleje de la mejor manera las realidades y misiones de las bibliotecas públicas en la actualidad.

El Congreso Mundial de Bibliotecas e Información de 2021 celebra el segundo aniversario del lanzamiento de la Estrategia de la IFLA 2019-2024, un documento diseñado precisamente para hacer esto.

Un punto de referencia para el sector

La Estrategia establece una Visión - un sector bibliotecario sólido y unido que impulse sociedades alfabetizadas, informadas y participativas - y una Misión - inspirar, involucrar, habilitar y conectar al sector. A través de cuatro Direcciones Estratégicas, establece importantes áreas de acción, aplicables no solo a nivel global, sino a través de todos los ámbitos de la profesión.

Cada una de estas Direcciones, para fortalecer la voz global de las bibliotecas, inspirar y mejorar la práctica profesional, conectar y habilitar al sector y optimizar nuestra organización, tiene cuatro iniciativas clave que, a su vez, cubren todas las acciones individuales que contribuyen a presentar la Estrategia en términos concretos.

La Estrategia proporciona tanto un punto de referencia como un marco para identificar alineaciones, reforzar la colaboración y aprovechar las sinergias. Fundamentalmente, no solo es un documento para quienes trabajan en los comités o la Sede de la IFLA, sino también para el sector bibliotecario en su conjunto, ofreciendo una hoja de ruta para el viaje hacia un futuro exitoso.

WLIC – avanzando hacia nuestros objetivos

El Congreso Mundial de Bibliotecas e Información de la IFLA de este año, como todos los años, ofrece una importante oportunidad para avanzar hacia los objetivos establecidos en la Estrategia.

En parte, es una oportunidad para inspirar y ser inspirado por el trabajo de colegas de todo el mundo.

También es una oportunidad para establecer contactos y colaboraciones que pueden dar frutos en el futuro, en beneficio tanto de las bibliotecas como de sus usuarios. Encontrar colegas que aborden las mismas prioridades establecidas en la Estrategia es un primer paso clave hacia la creación de colaboraciones. 

Significativamente, es el momento de reafirmar la conexión y la unidad del sector bibliotecario global, como un recurso único y poderoso que respalda el trabajo de los profesionales en cualquier lugar del mundo.

Acelerando nuestros esfuerzos

A medida que nos acercamos a la mitad del camino en la implementación de la Estrategia de la IFLA, el Congreso verá muchos ejemplos de actuaciones con éxito y de compromiso con la Estrategia y sus objetivos.

A través de la oportunidad que ofrece el WLIC de llegar a profesionales de todo el mundo, generando energía y conexiones, existe la posibilidad de acelerar el ritmo.
