The past 20 months have required libraries around the world to not only find ways to deliver their services remotely when possible – but also to reflect on their broader roles in the digital ecosystem.

On the one hand, the pandemic saw the ingenuity of libraries in finding ways to continue fulfilling their missions. These have ranged from online digital skills training for seniors in Lithuania to a boost in hotspot lending services in the United States, and beyond.

On the other hand, we saw not only the pressing need for accelerating digital inclusion efforts worldwide, but also how libraries’ own connectivity needs shape what measures they can take on.

Both underline the need for a more comprehensive approach to integrating libraries into wider digital policymaking, at the local, national, and global levels.

Libraries in broadband strategies

IFLA and our partners in the Dynamic Coalition on Public Access in Libraries (DC-PAL) recently completed a draft two-part paper on the roles of libraries in national broadband policies.

The first chapter explores broadband plans and policies from more than 30 countries. It highlights the ways governments have sought to engage libraries in the digital ecosystem, from meaningful digital inclusion and local content availability to support for learning and education.

Measures taken include boosting connectivity, supporting the affordability of internet subscriptions, providing Information and Computer Technology (ICT) equipment, and developing librarian’s own skills.

The second chapter moves from policy output to implementation and impact: how did these library-based broadband policy measures take shape on the ground? Focusing on interventions building or expanding public access to the internet and ICT in libraries, case studies from several countries look at common trends, good practices and lessons learned.

Beyond Broadband

IFLA also released an accompanying paper on the roles of libraries in national digital skills strategies. Governments around the world have recognised the wide range of digital competencies that libraries can help build – from basic ICT skills to media literacy, digital skills for research and use of e-government, to advanced tech competencies in fields like Artificial Intelligence and robotics.

IFLA also continues to support library engagement in digital inclusion and internet governance initiatives. Recent examples include, for instance, the work of the IFLA Libraries for Children and Young Adults Section to explore libraries’ efforts to build a safer online environment for their young users.

Another recent IFLA briefing focuses on libraries’ support for the rights of their communities in the online environment – through such initiatives at the Cities Coalition for Digital Rights.

The IFLA Section on Management and Marketing is partnering with PressReader in collaboration with the IFLA PressReader International Library Marketing Award for 2022.

The IFLA PressReader International Marketing Award awards organisations which implement creative, results-oriented marketing projects or campaigns. Three finalists are selected based on innovative contributions to marketing in the library field.

The first, second, and third place winners will receive funds towards airfare, lodging, and registration to attend the IFLA World Library and Information Congress in Dublin, Ireland in August 2022. First place will receive €3,000, second place will receive €2,000, and third place will receive €1,500.

The award also honours the top 10 submissions with certificates of recognition and a PressReader VIP account.

Четыре стратегических направления определяют основные области деятельности, применимые не только на глобальном уровне, но и в каждом аспекте профессии.

Каждое из этих направлений, призванное усилить глобальный голос библиотек, поощрять и совершенствовать профессиональную практику, объединять и предоставлять возможности сообществу, а также оптимизировать нашу организацию, имеет четыре ключевые инициативы, которые, в свою очередь, охватывают отдельные действия, способствующие реализации Стратегии.

Стратегия является как отправным документом, так и основой для согласования, укрепления сотрудничества и использования синергии. Особенно важно, что это документ не только для тех, кто работает в комитетах или штаб-квартире ИФЛА, но и для библиотечного сообщества в целом, предоставляющий дорожную карту для путешествия к успешному будущему.

Всемирный библиотечный и информационный конгресс ИФЛА (WLIC ) –  продвижение к нашим целям

Как и каждый год, Всемирный библиотечный и информационный конгресс предоставляет ценную возможность для продвижения к целям, изложенным в Стратегии.

В частности, конгресс дает возможность вдохновлять и вдохновиться работой коллег со всего мира.

Также это отличный шанс установить контакты и наладить сотрудничество, которые могут принести плоды в будущем как на благо библиотек, так и их пользователей. Поиск коллег, решающих те же приоритетные задачи, которые изложены в Стратегии, – это первый шаг к созданию партнерских отношений. 

Немаловажно, что это время для того, чтобы вновь подтвердить взаимодействие и единство глобального библиотечного сообщества как уникального и мощного ресурса, поддерживающего работу профессионалов в любой точке мира.

Активизация наших усилий

По мере того, как мы приближаемся к половине пути к реализации Стратегии ИФЛА, делегаты конгресса увидят множество примеров успешной реализации Стратегии и ее целей.

Возможности конгресса для общения с коллегами со всего мира, налаживания связей дают шансы перейти на новую ступень. Используя потенциал нашего глобального сообщества, мы, в свою очередь, сможем повысить устойчивость и эффективность работы для всех.

وضعت الاستراتيجية رؤية - نحو مجتمع مكتبات قوي ومتحد يدعم مجتمعات متعلمة ومستنيرة يشارك فيها الجميع – كما أنها حددت رسالة – إلهام مجال المكتبات وإشراكه وتمكينه وربطه من خلال أربعة محاور استراتيجية تحدد مجالات العمل الرئيسية، تنطبق لا على المستوى العالمي فحسب وإنما على كل جانب من جوانب المهنة.

ويتضمن كل محور من هذه المحاور؛ تقوية الصوت العالمي للمكتبات، وإلهام الممارسة المهنية وتعزيزها، والاتصال وتمكين مجال المكتبات، وتحسين مؤسستنا - أربع مبادرات رئيسية، تغطي بدورها جميع الإجراءات الفردية التي تسهم في تنفيذ الاستراتيجية بصورة ملموسة.

Le Manifeste IFLA/UNESCO des bibliothèques publiques proclame la conviction de l’UNESCO que la bibliothèque publique est une force vive pour l’éducation, la culture et l’information, et un agent essentiel de promotion de la paix et du bien-être dans l’esprit de tous.

La dernière version a été publiée en 1994 et a dès lors constitué la pierre angulaire des activités de plaidoirie des bibliothèques publique. Cependant, alors que les technologies se développent et que la société change, la manière dont les bibliothèques publiques remplissent leurs missions a elle aussi évolué.  

Conjointement avec l’UNESCO, l’IFLA – et en particulier sa Section des bibliothèques publiques  – s’est donc lancée dans une mise à jour de ce manifeste pour s’assurer que le document reflète au mieux les réalités et les missions des bibliothèques publiques d’aujourd’hui.

Un appel mondial

Créer un manifeste à jour qui soit pertinent et utile aux bibliothèques publiques à travers le monde ne serait pas possible sans faire appel au secteur mondial des bibliothèques.    

C’est pourquoi la Section des bibliothèques publiques de l’IFLA a lancé une enquête en 2020 afin de ressembler les idées et les réactions des bibliothécaires à travers le monde.

Avec plus de 600 réponses nous avons beaucoup appris quant à la manière dont les bibliothécaires ont utilisé le manifeste dans leur travail, et aux suggestions d’améliorations et de mises à jour pour l’avenir.

Les résultats

Dans leurs réponses, les bibliothécaires ont fait part de situations d’utilisation du manifeste pour plaider en faveur d’améliorations dans leurs bibliothèques, pour montrer aux élus et aux décisionnaires budgétaires l’importance des financements, pour défendre le libre accès et résister à la censure, pour développer des activités mieux adaptées aux usagers, s’en servir de référence pour la recherche, et dans bien d’autres cas encore.

Lorsqu’ils ont été interrogés au sujet de l’efficacité du manifeste à refléter la mission des bibliothèques publiques aujourd’hui, 78 % des sondés ont jugé le manifeste efficace ou très efficace.  

Par conséquent, nous avons décidé que le manifeste actuel ne devait pas être complètement réécrit, mais plutôt mis à jour afin de refléter les priorités nouvelles et en cours d’évolution des bibliothèques publiques.

Suite à cette enquête, le siège de l’IFLA a travaillé avec la Section des bibliothèques publiques à un premier jet du manifeste mis à jour. Nous avons déjà reçu la précieuse confirmation de la part de l’UNESCO que le manifeste continue à mettre en phase les bibliothèques publiques avec les objectifs de l’UNESCO et son Programme Information pour Tous (PIT).

Sociétés du savoir

Depuis 1994, la manière dont les gens accèdent à l’information et l’utilisent a évolué. Le manifeste mis à jour reflètera le rôle de la bibliothèque publique dans la réalisation d’une société du savoir en aidant les communautés dans l’accès à l’information, sa création et son partage d’une manière équitable.  

Ceci comprend la médiation proactive envers des publics nouveaux, le fait de tenir les communautés informées et conscientes de ce qui se passe, de s’approprier et de proposer l’accès à l’information locale, et de pourvoir un libre accès à l’information scientifique. 

L’accès à distance

Parmi les nombreuses leçons apprises pendant la pandémie du COVID-19, l’accès virtuel et les stratégies d’implication ont été vitaux pour les bibliothèques publiques. Partant, le rôle des bibliothèques dans la fourniture de services au bénéfice des communautés sera désormais souligné à la fois en termes de services présentiels  et de services proposés à travers l’accès distant.

Les bibliothèques et le développement durable

En tant qu’espaces accessibles publiquement  pour l’échange d’information, le partage de la culture, et la promotion des activités civiques, les bibliothèques doivent être considérées comme des agents essentiels du développement durable.  

A travers leurs activités relatives à l’information, l’alphabétisation, l’éducation et la culture, les bibliothèques contribuent aux Objectifs de développement durable de l’ONU et à la construction de sociétés plus équitables, humaines et durables.

Ceci est particulièrement pertinent lorsqu’il s’agit de la responsabilité de la bibliothèque pour assurer l’inclusion, l’accès, et la participation à la culture commune des communautés marginalisées, des populations indigènes, et des usagers ayant des besoins particuliers.  

Prochaines étapes

L’IFLA et sa Section des bibliothèques publiques sont actuellement en train de travailler avec nos partenaires de l’UNESCO pour finaliser la mise à jour du manifeste des bibliothèques publiques.

Une fois ce travail achevé, nous chercherons à travailler avec le secteur global des bibliothèques pour transformer ce manifeste en une série d’actions qui plaideront plus fortement encore en faveur du rôle des bibliothèques publiques en tant que forces vives de l’éducation, de la culture, de l’inclusion et de la paix.

The IFLA/UNESCO Public Library Manifesto proclaims UNESCO's belief in the public library as a living force for education, culture and information, and as an essential agent for the fostering of peace and welfare through the minds of all people.

The most recent version was published in 1994 and has been a cornerstone of public library advocacy ever since.  However, as technology advances and society changes, the ways that public libraries fulfill their mission have also evolved.

Together with UNESCO, IFLA – and in particular its Public Libraries Section – has therefore been embarking on an update to the Manifesto in order to ensure it best reflects the realities and missions of public libraries today.

A Global Call

Creating an updated Manifesto that is relevant and useful to public libraries around the world would not be possible without hearing from the global library field.

Therefore, IFLA’s Public Library Section launched a survey in 2020 to gather ideas and feedback from librarians around the world.

With over 600 responses, we learned a lot about how librarians have used the Manifesto in their work, and how they suggest it could be improved and updated for the future.

The Results

In their responses, librarians shared stories of using the Manifesto to advocate for improvements in their libraries, to show elected officials and budget-holders the importance of funding, to defend free access and resist censorship, to develop more impactful activities for users, as a reference for research and much more.

When asked if they felt the Manifesto was effective at reflecting the mission of public libraries today, 78% of responders found the Manifesto to be either effective or very effective.

Therefore, we determined that the existing Manifesto did not need to be rewritten but could instead be updated to reflect the new and evolving priorities of public libraries.

Following the survey, IFLA HQ worked with the Public Library Section to draft the updated Manifesto. We have already received invaluable input from UNESCO to ensure that the Manifesto continued to align public libraries with the goals of UNESCO and its Information for All Programme (IFAP). 

What’s new?

The following is just a look at some of the new or expanded concepts that will be included in the Manifesto.

Knowledge Societies

Since 1994, the ways in which people access and use information have evolved. The updated Manifesto will reflect the public library’s role in enabling knowledge societies through helping communities access, produce, create, and share knowledge equitably.

This includes proactively reaching out to find new audiences, keeping communities informed and aware, capturing and providing access to local information, and providing open access to scientific information.

Remote Access

Of the many lessons learned during the COVID-19 pandemic, the importance of virtual access and engagement strategies was one of vital importance for public libraries. Therefore, the role of libraries in providing services to their communities will now be highlighted both in terms of in-person services and services provided through remote access.

Libraries and Sustainable Development

As publicly accessible spaces for the exchange of information, the sharing of culture, and the promotion of civic engagement, libraries should be considered essential agents for sustainable development.

Through their activities relating to information, literacy, education, and culture, libraries contribute to the United Nations’ Sustainable Development Goals and the construction of more equitable, humane, and sustainable societies.

This is especially pertinent when concerning the public library’s role in ensuring inclusion, access, and cultural participation for marginalised communities, Indigenous peoples, and users with special needs.

Next steps

IFLA and its Public Library Section are currently working with our partners at UNESCO to finalise the updated Public Library Manifesto.

Once this is complete, we will be looking to work with the global library field to help turn this Manifesto into actions that advocate more powerfully for the role of public libraries as living forces for education, culture, inclusion, and peace.

El Manifiesto de la IFLA/UNESCO sobre la Biblioteca Pública proclama la creencia de la UNESCO en la biblioteca pública como una fuerza viva para la educación, la cultura y la información, y como un agente esencial para el fomento de la paz y el bienestar a través de la mente de todas las personas.

La versión más reciente se publicó en 1994 y desde entonces ha sido una piedra angular de la defensa de la biblioteca pública. Sin embargo, a medida que avanza la tecnología y cambia la sociedad, las formas en que las bibliotecas públicas cumplen su misión también han evolucionado.

WLIC – avanzando hacia nuestros objetivos

Significativamente, es el momento de reafirmar la conexión y la unidad del sector bibliotecario global, como un recurso único y poderoso que respalda el trabajo de los profesionales en cualquier lugar del mundo.

Acelerando nuestros esfuerzos

A medida que nos acercamos a la mitad del camino en la implementación de la Estrategia de la IFLA, el Congreso verá muchos ejemplos de actuaciones con éxito y de compromiso con la Estrategia y sus objetivos.

A través de la oportunidad que ofrece el WLIC de llegar a profesionales de todo el mundo, generando energía y conexiones, existe la posibilidad de acelerar el ritmo. Al aprovechar más el potencial de nuestro sector global podemos, a su vez, desarrollar una mayor resiliencia y mejorar el rendimiento para todos.

Animamos a todos a ver ejemplos de implementación de la Estrategia de la IFLA hasta la fecha, a través de nuestra #IFLAFromHome series, y a reflexionar sobre ellos para que puedan unirse a muchos otros en el viaje.

 

      

В Манифесте ИФЛА / ЮНЕСКО о публичной библиотеке провозглашается вера ЮНЕСКО в публичную библиотеку как в живительную силу, питающую распространение образования, культуры и информации, а также как в важнейший фактор, способствующий установлению мира и благополучия, благодаря воздействию на взгляды людей по всему миру.

Самая последняя версия Манифеста, опубликованная в 1994 году, является для публичных библиотек краеугольным камнем адвокации. Однако по мере развития технологий и трансформации общества поменялись и способы выполнения публичными библиотеками своей миссии.

Поэтому ИФЛА и, в частности, Секция публичных библиотек совместно с ЮНЕСКО приступила к пересмотру Манифеста, чтобы он наилучшим образом отражал реалии и задачи публичных библиотек на сегодняшний день.

Глобальный призыв

Создание обновленной версии Манифеста, который стал бы актуальным и полезным ресурсом для публичных библиотек различных стран, было бы невозможно без получения информации от представителей глобальной библиотечной отрасли.

В связи с этим в 2020 году Секция публичных библиотек ИФЛА запустила опрос для сбора идей и отзывов от библиотекарей по всему миру.

Получив более 600 ответов, представители ИФЛА узнали много нового о том, как библиотекари использовали Манифест в своей работе, а также получили предложения, касающиеся требующихся поправок и обновлений.

Результаты

В поступивших ответах библиотекари поделились историями об обращении к Манифесту с целью обоснования необходимости благоустройства библиотек, наглядной демонстрации выборным должностным лицам и распорядителям бюджета важности финансирования, защиты свободного доступа и борьбы с цензурой, разработки более эффективных мероприятий для читателей, а также рассказали об использовании документа как информационного ресурса для исследователей и о многом другом.

При ответе на вопрос о том, считают ли они, что Манифест эффективно отражает миссию публичных библиотек сегодня, 78% респондентов оценили Манифест либо как «эффективный», либо как «очень эффективный».

Таким образом, ИФЛА пришла к выводу, что существующий Манифест требуется не переписывать, а лишь обновить, чтобы отразить новые и развивающиеся приоритеты публичных библиотек.

По итогам опроса штаб-квартира ИФЛА совместно с Секцией публичных библиотек разработала проект обновленной версии Манифеста. Кроме того, ЮНЕСКО ранее внесла огромный вклад в обеспечение того, чтобы благодаря Манифесту, деятельность публичных библиотек продолжила соответствовать как целям ЮНЕСКО, так и ее Программы «Информация для всех» (IFAP).

Что нового?

Ниже приводится лишь краткий обзор некоторых новых или расширенных положений, которые планируется включить в новую редакцию Манифеста.

Общества знаний  

С 1994 года способы получения доступа к информации и ее использования существенно изменились. В обновленном Манифесте будет отражена роль публичных библиотек в становлении обществ знаний путем оказания помощи местному населению в осуществлении доступа к знаниям, их производству, созданию и обмену на справедливой основе.

Вышеуказанное также включает инициативы по привлечению новых пользователей, просветительскую работу с населением, сбор и предоставление доступа к местной информации, а также свободный доступ к научным знаниям.

Удаленный доступ

Среди многих уроков, извлеченных из пандемии COVID-19, важность наличия стратегий по обеспечению виртуального доступа и взаимодействия оказалась одной из важнейших для публичных библиотек. Таким образом, роль библиотек в предоставлении услуг читателям теперь будет рассматриваться не только в контексте очных, но и удаленных услуг.

Библиотеки и устойчивое развитие

Библиотеки, являющиеся общедоступными площадками для обмена информацией, культурного развития и поощрения гражданской активности, должны рассматриваться как важные посредники в деле достижения устойчивого развития.

Благодаря своей деятельности, связанной с информацией, грамотностью, образованием и культурой, библиотеки способствуют достижению Целей устойчивого развития Организации Объединенных Наций и построению более справедливого, гуманного и устойчивого общества.

Это особенно актуально, когда речь идет о роли публичной библиотеки в обеспечении интеграции, доступа и культурного участия маргинальных социальных групп, коренных народов и пользователей с особыми потребностями.

Дальнейшие шаги

В настоящее время ИФЛА и ее Секция публичных библиотек совместно с партнерами из ЮНЕСКО занимаются доработкой обновленной версии Манифеста о публичной библиотеке.

Завершив этот процесс, ИФЛА планирует привлечь глобальное библиотечное сообщество к практической реализации концепций Манифеста и проведению мероприятий, которые позволят более эффективно отстаивать роль библиотек как силы, способствующей развитию образования и культуры, а также достижению инклюзивности и мира.

Le Congrès Mondial des Bibliothèques et de l’Information (CMBI) de l’IFLA procure une occasion incomparable de réaffirmer la finalité de la stratégie de l’IFLA, et d’accélérer les efforts entrepris pour la mettre en place.

A une époque de changement et d’incertitude, il est essentiel de tirer parti de toutes les ressources du secteur mondial des bibliothèques afin d’assurer un avenir puissant et durable à nos métiers et à nos institutions.  

Le CMBI 2021 de l’IFLA intervient lors du second anniversaire du lancement de la Stratégie de l’IFLA 2019-24, un document conçu exactement à cette fin.

Un élément de référence pour notre secteur

La stratégie définit une vision – un secteur des bibliothèques puissant et unifié contribuant à une société instruite, informée et  participative – et une mission – inspirer, impliquer, aider et connecter  notre secteur.  A travers les quatre directions stratégiques, elle définit des domaines d’action principaux, valables non seulement au niveau global, mais pour tous les aspects de la profession.

Chacune de ces directions – amplifier la voix mondiale des bibliothèques, inspirer et renforcer la pratique professionnelle, connecter et donner des moyens à notre secteur, et optimiser notre organisation – comprend quatre initiatives, qui à leur tour couvrent toutes les actions individuelles contribuant à assurer la mise en œuvre de la stratégie d’une manière concrète. 

La stratégie propose à la fois un élément et un cadre de référence pour identifier les ajustements,  renforcer la coopération et exploiter les synergies. De manière décisive, il ne s’agit pas seulement d’un document destiné à ceux qui travaillent au sein des comités de l’IFLA ou à son siège, mais aussi au secteur des bibliothèques dans leur ensemble, ce qui nous donne une feuille de route pour le voyage vers un avenir réussi.

CBMI – en marche vers nos objectifs

Le Congrès Mondial des Bibliothèques et de l’Information de cette année, comme toutes les autres années, offre une occasion importante de progresser en vue de la réalisation des objectifs définis dans la stratégie.

Pour partie, c’est l’occasion offerte par le CMBI d’inspirer et d’être inspiré par le travail réalisé par les collègues du monde entier. 

C’est aussi offrir une possibilité d’établir des contacts et des collaborations qui porteront leurs fruits à l’avenir, au profit des bibliothèques aussi bien que de leurs usagers. Identifier des collègues confrontés aux mêmes priorités que celles définies dans la stratégie, c’est une première étape décisive vers la création de partenariats.

De façon significative, il est temps de réaffirmer la mise en réseau (ou connexité) et l’unité du secteur mondial des bibliothèques, en tant que moyen puissant et sans équivalent de soutenir le travail des professionnels où qu’ils soient dans le monde.

L’accélération de nos efforts

Alors que nous approchons de la mise en place de la première moitié de la stratégie de l’IFLA, le congrès montrera  de nombreux exemples d’une implémentation réussie et d’interaction avec la stratégie et ses objectifs.  

A travers l’occasion que le CMBI offre de toucher les professionnels du monde entier, de solliciter leur énergie et de créer des rencontres, nous avons la possibilité de passer à la vitesse supérieure. En tirant au mieux parti  de notre secteur mondial, nous  pouvons à notre tour assurer à tous une résilience plus forte et renforcer les performances pour tous. 

Nous encourageons tout le monde à examiner les exemples de la mise en place de la stratégie de l’IFLA à cette date  à travers notre série #IFLAFromHome, et à y réfléchir de manière à rejoindre tous ceux qui ont déjà embarqué pour ce voyage.

每个战略方向——强化图书馆的全球话语权、激发并提升专业实践、连接并壮大业界以及优化我们的组织——都包含四项关键倡议，其中涵盖了将《战略报告》落到实处的所有具体行动。

《战略报告》为确定路线、加强合作与实现协同提供了参照和框架。重点在于，该文件面向的不仅是国际图联各个委员会或总部的工作人员，而是整个图书馆界，为走向成功的未来描绘了一份路线图。

世界图书馆与信息大会——朝着目标前进

与往常一样，今年的世界图书馆与信息大会也提供了一个重要的契机，可以推动实现《战略报告》中的目标。

大会还在一定程度上鼓励世界各地的图书馆员为彼此提供灵感。

大会也提供了一个建立联系、推动合作的平台，这种联系和合作可以在长久的将来结出累累硕果，为图书馆及其用户造福。找到与自己面临相同的工作重点的同行，这是建立伙伴关系的关键第一步。

值得注意的是，在大会期间，我们有必要重申全球图书馆界的沟通和联结，这是一种独特而强大的资源，有助于为全球专业人士的工作提供支撑。

加快步伐

《战略报告》的进程已经近半，我们将在大会期间看到大量成功实施和参与《战略报告》及其目标的案例。

国际图联和联合国教科文组织共同发布的《公共图书馆宣言》（IFLA/UNESCO Public Library Manifesto，以下简称《宣言》）指出，教科文组织相信公共图书馆是教育、文化和信息领域的生力军，从全人类思想层面出发，推动实现和平与福祉。

最新版本的《宣言》发布于1994年，多年来一直是公共图书馆宣传工作的基石。然而，随着技术进步和社会变革，公共图书馆履行使命的方式也发生了变化。

为此，国际图联——特别是其中的公共图书馆专业组——与联合国教科文组织一道，开始更新宣言内容，确保其最好地反映公共图书馆当今的现实和使命。

全球号召

如果没有全球图书馆界的意见和建议，我们就无法确保最新的《宣言》对于世界各地的公共图书馆具有相关性和实效性。

因此，国际图联公共图书馆专业组在2020年发起了一项调查，向世界各地的图书馆员征求想法和反馈。

我们共收到600多份反馈，从中了解到了图书馆员如何在工作中践行《宣言》内容，以及他们希望从哪些方面完善和更新《宣言》。

成果

图书馆员在反馈中分享了自己的经历，包括借助《宣言》呼吁改进图书馆，向当选官员和预算负责人表明资金的重要性，为用户开发更具影响力的活动，以及为研究人员提供参考咨询服务等。

当被问到《宣言》是否有效体现了公共图书馆当今的使命时，78%的受访者认为《宣言》有效或非常有效。

因此，我们决定不必制定新的《宣言》，可以对原有《宣言》进行更新，确保其反映公共图书馆不断变化的工作重点。

调查结束后，国际图联总部与公共图书馆专业组联合起草《宣言》更新稿。联合国教科文组织也提供了宝贵的建议，确保公共图书馆与教科文组织及其“全民信息计划”（Information for All Programme，IFAP）的目标继续保持一致。

新的亮点

下文展示了《宣言》中一些新的或扩展的概念。

知识社会

自1994年以来，人们获取和使用信息的方式发生了变化。新的《宣言》将体现出公共图书馆帮助社区平等地获取、生产、创造和分享知识，从而推动建设知识社会方面的作用。

包括主动寻找新的受众，确保社区知情，收集和提供当地信息，以及提供科学信息的开放获取。

远程访问

公共图书馆在新冠肺炎疫情期间认识到了虚拟访问和参与的重要性。因此，我们将重点发挥图书馆向当地社区提供服务方面的作用，将现场服务和远程服务相结合。

图书馆与可持续发展

图书馆作为信息交流、文化共享和促进公民参与的公共场所，应被视为可持续发展的重要推动者。

图书馆通过开展有关信息、素养、教育和文化的活动，为实现联合国可持续发展目标和建设更加公平、人道和可持续的社会做出了贡献。

公共图书馆针对边缘化社区、土著人民和有特殊需要的用户实现了包容、获取和文化参与，进一步印证了这一贡献。

下一步行动

国际图联及其公共图书馆专业组目前正与联合国教科文组织中的伙伴合作，确定《宣言》的最新内容。

这项工作结束后，我们将寻求与全球图书馆界合作，将《宣言》转化为行动，更有力地宣传公共图书馆作为教育、文化、包容与和平的生力军的角色。

Green libraries are not only designed to minimize negative impact on the natural environment and maximize indoor environmental quality by means of environmental sustainability, such as careful site selection, use of natural construction materials, conservation of energy and resources, recycling and etc. Rather they focus on related services, activities and projects demonstrating the social role and responsibility of libraries as examples, enablers, and educators in their community. In this session, the winner and runner-ups from the IFLA Green Library Award 2020 competition will present their outstanding exemplary projects. Also the winners for IFLA Green Library Award 2021 will be announced and presented. In 2021 the best green library and the best green library project were awarded. Moreover, a special recognition was given to a submission which made great impression to the Award committee. All contribution are in Pecha Kucha format and they will come from Thailand, Sri Lanka, Croatia, Senegal, Canada, Finland and Cuba.

IFLA WLIC provides a great opportunity to reaffirm the goals of the IFLA Strategy, and to accelerate our efforts to implement it.

In times of change and uncertainty, it is essential to draw on the full resources of the global library field in order to ensure a strong and sustainable future for our profession and institutions.

The 2021 World Library and Information Congress marks the second anniversary of the launch of IFLA’s Strategy 2019-24, a document designed to do just this.

A reference point for the field

The Strategy sets out a Vision – a strong and united library field powering literate, informed and participatory societies – and a Mission – to inspire, engage, enable and connect the field. Through four Strategic Directions, it establishes major areas of action, applicable not just at the global level, but through every part of the profession.

Each of these Directions – to strengthen the global voice of libraries, to inspire and enhance professional practice, to connect and enable the field, and to optimise our organisation – have four key initiatives, which in turn cover all of the individual actions that contribute to delivering the Strategy in concrete terms.

The Strategy provides both a reference point and a framework for identifying alignments, reinforcing collaboration and exploiting synergies. Crucially, it is not just a document for those who work within IFLA’s committees or Headquarters, but also for the library field as a whole, providing a roadmap for the journey to a successful future.

WLIC – advancing towards our goals

IFLA’s World Library and Information Congress this year, like every year, provides an important opportunity to advance towards the goals set out in the Strategy.

In part, it is the opportunity that WLIC provides to inspire and be inspired by the work of colleagues around the world.

It is also a chance to establish contacts and collaborations which can bear fruit well into the future, for the benefit for libraries and their users alike. Finding colleagues addressing the same priorities set out in the Strategy is a key first step towards creating partnerships. 

Significantly, it is a time to reaffirm the connectedness and the unity of the global library field, as a unique and powerful resource supporting the work of professionals wherever they are in the world.

Accelerating our efforts

As we head towards the halfway point in the delivery of IFLA’s Strategy, the Congress will see many examples of successful implementation of, and engagement with, the Strategy and its goals.

Through the opportunity that WLIC provides to reach professionals around the world, building energy and connections, there is an opportunity to move up a gear. By making more of the potential of our global field, we can in turn build greater resilience and enhance performance for all.

We encourage everyone to look at examples of implementation of the IFLA Strategy to date, through our #IFLAFromHome series, and to reflect on them so you can join the many others on the journey.

 

      

IFLA’s General Assembly is only a week away. Following this meeting, IFLA's new Statutes and revised structure will be implemented. A new era for the Federation will begin.

OR, open licensing, and the role of librarians as the vanguard of the open movement

Drawing on work that OER Africa has been doing with the African Library and Information Association (AfLIA), this presentation will explore the concepts of OER and open access and their relevance to librarians in the context of the knowledge economy, including discussion on how this has become even more important given the effects of the coronavirus pandemic globally. The presentation will explore how open licensing is changing the role of librarians, while making their function more important than ever before. We will also explore what we have learned about the key skills and knowledge that librarians need to take on these new roles and strategies we have deployed to help to develop those skills amongst AfLIA members – and outline what lessons this might hold for libraries globally.

The burgeoning field of open education librarianship

Over the last decade, academic libraries have emerged as drivers of OER policy, practice, and publishing of OER in the U.S. and Canada. Prompted by student concerns over the rapidly rising price of postsecondary textbooks, libraries have launched programs to support the use, creation, and pedagogy associated with OER, cultivating a new and growing field of open education librarianship. This presentation will explore the past, present, and future of why open education matters to libraries, focusing on a North American context.

Supporting educational resource discovery through distributed faceted discovery of open access resources across multiple systems

Digital services supporting educational delivery increasingly need to draw on disparate data sources to bring together the research assets supporting content delivery.
This presentation discusses our experiments with very large discovery frameworks and to consolidate asset discovery across multiple sources in an opensource framework supported by analytics feeding into Artificial Intelligence for smart discovery of content in a very large asset store.
The use of this in the context of asset discovery for University of New England, Australia will be discussed.

COVID-19 presents the library profession with a huge opportunity. Never before has everyone been so aware of the need for reliable healthcare information, and yet so vulnerable to misinformation. Misinformation is a growing threat to global health. The only way to deal with it is to promote universal access to reliable healthcare information, and to empower people to tell the difference between reliable information and misinformation.

To make this happen, library and information professionals need to take the lead.
